No. 80.

I have asked the Japanese Minister for Foreigı Affairs regarding the attitude of his Government towards refugees from China in Japan and His Excellency has replied that they have done their best to persuade the

refugees not to come. He was anxious not to resort to

force while there were no disorders to necessitate such

a course, and the Government were putting moral pressure

on the refugees to induce them to leave Japan.
